Let me get this straight: one user has been using a library account with tens of thousands of users and you block all of them? Can you ID the user? We can prevent access (maybe) can you call us at (redacted) to discuss alternatives? Can you point out the abuse instances? We've reviewed the last trail of activity and do not see any issue?

Unfortunately, that one person has ruined it for everyone else at your location that wants to edit without an account; those people are welcome to create accounts(either directly at a different physical location or using WP:ACC).
