What could happen if Seattle eliminates library overdue fines? Snohomish County did it decades ago

If Seattle voters approve the library levy on the Aug. 6 ballot, the city plans to scrap overdue charges. Several big cities, including D.C. and Denver, have recently gone fine-free, but Snohomish County made the move long ago.
