Note that the criterion of appearance in affirmative utterance is unusable in the case of hoeven. Due to its negative polarity character, hoeven is not allowed in straightforwardly affirmative sentences. Therefore, the transition which has taken place with other modals (e.g. kunnen and mogen) can only count as indirect evidence that hoeven now also must have the status of a verb.
