In the last chapter of his 1979 dissertation, Ladusaw touches upon the sensitivity problem, and discusses very briefly two possible approaches. One is that NPIs might serve as scope preference markers, and the other is that they might have some, not explicitly specified, meaning in common. To my knowledge, these ideas have not been elaborated any further.
